  • Dr. Rachelle Minix

    Rachelle is a San Diego native, mom of 3 fierce girls, and advocate for social and racial justice via equitable practice in leadership and the design of systems and structures that promote access and achievement for all in our community.

    Rachelle brings nearly 20 years experience working in and leading complex organizations such as urban schools and nonprofits to achieve transformational results - including founding an award-winning public charter school and turning-around distressed public institutions. Rachelle values relationships and teamwork as the foundation of excellence and success in any field. Her joy and purpose lie in empowering leaders, teams, and organizations to surpass their perceived limits while enjoying meaningful work.

    Rachelle got her BA from UPenn, her MA in Special Education from CSUDH, and her Ed.D. in Urban Leadership and Educational Psychology from USC.

  • Elsie Franco

    Elsie is a Southern California native, passionate educator, and instructional expert with over 12 years of experience leading school-based teams toward growth metrics. Elsie has experience working toward education equity by focusing on instructional design, data-driven practices, and celebrating growth. Elsie is an avid project manager and centers community-based work on replicable and sustainable systems and structures.

    Elsie is a child of immigrants and has deep roots in community-centered work. She attributes her success to the “échale ganas” mindset that was ingrained in every aspect of her life. Elsie believes that with hard work, community, and data-centered practices growth is inevitable.

    Elsie has her Bachelor’s of Arts from UCLA, and Master’s in Teaching from Relay Graduate School of Education.

  • Dr. Cassie Zimmer

    Dr. Cassie Zimmer brings over 15 years of elementary educational leadership experience to B3 Performance Partners. Prior to co-founding B3, Cassie served as Teach For America San Diego’s Managing Director, Chief of Staff. In this role, Cassie ensured the financial viability of the local organization, led the team's strategic and annual planning processes, and oversaw all traditional public and charter school partnerships. Prior to joining Teach For America, Cassie taught and led for 10 years in Los Angeles. In the 2014-15 school year, as a Fisher Fellow, Cassie designed and founded, KIPP Ignite Academy, a public elementary school in Watts. As the founding school leader, Cassie was responsible for the overall academic program and management of the school.
